Support for external location systems (ZSL/OBU)

The service is directed to you if you are ZSL/OBU operator (ZSL - External Location
System; OBU - On Board Unit) and:

  • you provide location data to the SENT GEO module, which is part of the SENT register,
  • you provide location data to the e-TOLL system.

Thanks to the service, you will gain access to services intended for ZSL/OBU
operators.

NOTE!
If you are a ZSL/OBU operator, register before the entity to whom you provide your services starts transporting the goods SENT).

If you are a ZSL/OBU operator, register before the entity to which you provide your services will start driving on the toll road covered by the e-TOLL system.

You can use the service using a dedicated form.

Before filling out the form, you must prepare the appropriate data

The scope of the data depends on what you intend to record. If you want to register:

  1. operator - prepare data about the operator of the ZSL / OBU service (name, registered office address, NIP, IDSISC ID, contact details);
  2. service - prepare:
  • list of server IP numbers from which you will send the data in the future,
  • request for issuing the client's SSL / TLS certificate,
  • return interface address, credentials and methods for the return interface:
    • asynchronous receipt of messages confirming the receipt of transmitted data,
    • a method of obtaining an active authentication key - OAuth2.0 standard,
    • method receiving messages for appropriate devices - in the case of OBU without a display),
  • contact details of the service administrator on the operator's side;
  1. device - prepare technical identifiers of end-user GNSS location devices associated with the operator's service.

PRELIMINARY STEP

Create an account on PUESC - if you have not already done so.

NOTE! select "BASIC RANGE OF AUTHORIZATION”

1. When registering under the "PURPOSE OF REGISTRATION" tab, select the option:

„I want to associate with a company to send:

  • customs declarations,
  • Intrastat,
  • excise declarations,
  • SENT declarations,
  • e-DD,
  • applications and other documents.”

Please note! your company must be registered in the transportation monitoring area.

Remember that you can only associate with the company a person who has received the authorization "SENT - sending, updating and supplementing notifications sent to the transport and trade monitoring system" or "ZSL / OBU service management".

SENT notification may be submitted only by a natural person directly related to the company, i.e. company owner, employee or proxy.

The authorization granted to the representative or the statement made by the employer for the employee must clearly indicate that the representative / employee has the special entitlement "SENT - sending, updating and supplementing notifications sent to the transport and trading monitoring system" or "ZSL / OBU service management".

STEP 0

Log in to PUESC.

If you represent a ZSL operator, select the context of the company for which you want to register ZSL / OBU services and devices.

STEP 1

Fill out the form

  1. Select the appropriate SENT form on PUESC - see Forms to be completed this page opens in a new window
  2. Fill out the form
  3. Verify the correctness of the data entered on the form.

NOTE! Enter your e-mail and you will receive a confirmation of send the form.

STEP 2

Submit Form

Select the [Confirm] button.

STEP 3

Receive confirmation of receipt of the form

You will receive a confirmation of receipt by e-mail to the e-mail address provided in the form.

  1. The carrier, along the entire route of transport of the goods covered by the SENT declaration, must ensure that the current geolocation data of the means of transport covered by this declaration is provided. The data transfer can be done from an external location system (ZSL).
     
  2. The owner, holder or user of a vehicle operating on toll roads must ensure that the current geolocation data are provided. The data transmission can be done from an external location system (ZSL).
     
  3. ZSL is a system used by the carrier that collects geolocation data of the means of transport. Geolocation data are transmitted from a device installed in this means of transport, which uses satellite positioning and data transmission technologies.

The service is free of charge.

Extraordinary situations are the unavailability of the service, in particular, due to breakdowns or announced service works.

The service is available only on the PUESC portal. Try to use the service again when the information about the removal of the failure or the completion of service works appears.
