Ways of confirming a person's identity

If you create an account on PUESC, you must choose whether it will be an account with a basic or extended scope of authorisations.

When you create an account with extended scope of authorisations, you must confirm your identity. The same activity is needed when you change the scope of the account from basic to extended. You can confirm your identity electronically or in person.

If you select the BASIC SCOPE OF AUTHORISATIONS, then after filling out the registration form, you can:

  • sign the application with a qualified signature or a trusted signature (the "Sign and send" button), or
  • send an unsigned application (the "Send without signature" button).

If you submit an unsigned application, you will be registered in a simplified manner, which means that:

  • you will not have to confirm your identity,
  • you will be able to act on your behalf,
  • you will only use the services available to a person with an account with a basic scope of authorisations, i.e. you will be able to, in particular:
    • send an AKC-U/S excise declaration for a car imported from another EU Member State,
    • send another excise declaration,
    • download a confirmation of payment of excise duty for a passenger car,
    • register the furnace for the purpose of confirming the receipt of fuel oil in the SENT register,
    • report the transport to SENT as a carrier or driver.

When you create an account, a verification code will be sent to the email address you provided.

To complete the account creation, log in to PUESC. Use your email address and password when you sign in, and then enter the verification code you received.

 

If you choose the EXTENDED SCOPE OF AUTHORISATIONS, then after filling in the registration form, sign the application with a qualified signature or a trusted profile (the "Sign" button). After receiving information about registration and assigning the SISC ID number, you will have access to all the services offered on PUESC and you will be able to:

  • associate with the company to send on their behalf:
    • customs declarations,
    • INTRASTAT declarations,
    • excise declarations,
    • SENT notifications,
    • e-DD messages,
    • applications and other documents,
  • indicate the place of consumption of excise exempt gas,
  • obtain, as a natural person, an EORI number to submit an IPR infringement claim.

You can send the application without a signature, but then you will have to personally confirm your identity at:

  • customs and tax office, or
  • customs branch.

When you create an account, a verification code will be sent to the email address you provided.

To complete the account creation, log in to PUESC. Use your email address and password when you sign in, and then enter the verification code you received.

Electronic identity confirmation when creating an account on PUESC consists in signing the registration form with a qualified signature or a trusted signature (i.e. using a trusted profile).

A trusted profile allows you to create a trusted signature. You can learn more about creating a trusted profile on the GOV.PL website (page opens in a new window).

If you already have an account with a basic scope of authorisations, and you want your account to be converted to an account with an extended scope of authorisations, submit an application  WRR0002 Update your personal data [SZPROT]. In the application, select "I want to update my personal data or I want to get an account with extended authorisations and I want to confirm my identity." Sign it with:

  • qualified signature or
  • a trusted signature (i.e. using a trusted profile).

To confirm your identity in person, you must:

  • go to the nearest customs and tax office or a customs branch,
  • find a position marked (usually) "E-CLIENT",
  • show your ID card or other document confirming your identity.

Information on customs and tax units and their contact details can be found on the websites of the  Revenue Administration Regional Office in the section on the customs and tax office (the "Customs and Tax Office" tab on the Regional Office website). Customs will ask you to personally confirm your registration details if, when registering for PUESC:

  • you have submitted an unsigned application for creating an account with an extended scope of authorisations,
  • you have submitted an unsigned application for creating an account with the basic scope of authorisations, and you want to extend the authorisations:
    • become a company representative,
    • obtain, as a natural person, an EORI number in order to submit an application for infringement of intellectual property rights,
    • use excise duty-exempt gas or fuel oil.

Identity conformation by citizens from EU countries

If you are a citizen of another EU country, you can confirm the authenticity of your registration data with the customs and tax authorities of each EU country.

Identity confirmation by third-country nationals

If you are a third-country (non-EU) national, you can confirm the authenticity of your registration data:

  • at the consulate,
  • at the embassy,
  • with a notary in your country of residence.
