End temporary storage of goods

The National Revenue Administration holds data from temporary storage declarations (DSK documents) submitted in the AIS IMPORT PLUS system. Based on this data, National Revenue Administration performs automatic balancing of goods under temporary storage.

If temporary storage has been completed correctly and the data from the DSK document matches the data of the document ending temporary storage, you will receive message RPS010. After receiving this message, no further action is required.

If balancing does not occur automatically, you may receive message RPS012 from the office of declaration (the office where the DSK document was submitted), requesting additional information regarding the completion of temporary storage.

Before the expiry of the temporary storage period, the RPS system automatically sends message RPS011 to the holder of the temporary storage facility authorisation (TST authorisation). This message serves as a reminder that the deadline for ending temporary storage is approaching.

You can also initiate contact with the office of declaration yourself by using the dedicated RPS200 form – “Information on Temporarily Stored Goods [RPS]”. Using this form, you can send information related to the execution and completion of temporary storage. The form also allows you to retrieve data from the submitted DSK document and the related data from documents ending temporary storage..

You can use the service if:

  • you hold a TST authorisation, or
  • you are authorised by the holder of a TST authorisation.

You can access the service via:

  • the dedicated RPS200 form – “Information on Temporarily Stored Goods [RPS]”,
  • email,
  • the webservice channel (network service).

PRELIMINARY STEP

  1. Create a PUESC account – if you have not done so already.

Note! Select “EXTENDED SCOPE OF POWERS.”

  1. Sign the registration application. If you submit an unsigned application, you will need to confirm your identity in person.

Register your company – if it is not already registered. Check how to do this in the service Register company data on PUESC.

Note! Your company must be registered in the customs area and have an EORI number.

You can check whether your company is registered by using the entity search tool available in the service Check if a company is registered.

If the data of a company already registered on PUESC is outdated, use the service Update company data on PUESC. 

  1. Link a person to the company – check how to do this in the service Link a representative to a company.

In order to use the service, you must register on PUESC powers for “Access to DSK balancing”.

Please note that you may link to the company only a person who has been granted the above-mentioned powers in their power of attorney.

The power of attorney granted to a representative or the declaration submitted by an employer for an employee must clearly indicate that the representative/employee holds the above-mentioned powers.

Note! The RPS200 form may be submitted only by a natural person directly linked to the company, i.e. the owner, employee or a representative who holds the extended powers “Access to DSK balancing”.

STEP 0

  1. Log in to PUESC.
  2. Select the appropriate context, i.e. choose the name of the company you are linked to.
  3. Go to the tab

    Check whether you have received messages from the RPS System and review their content.

STEP 1

Fill in the RPS200 form

  1. Select the RPS200 form – “Information on Temporarily Stored Goods [RPS]

The RPS200 form can be used to contact the office of declaration, i.e. the office to which you submitted the DSK document. Prepare the MRN number of the DSK document and the TST authorisation number indicated in that document.

Various cases of completing the RPS200 form are described in the section “What you should know.”

  1. Fill in all required fields of the form. Use the help provided for each field – you can access it by clicking the “i” icon (button).

Note! Mandatory fields are marked with a red asterisk.

  1. Attach any files you wish to send together with the form.

Note! The total size of the message, including attachments, must not exceed 10 MB. Do not attach copies of customs declarations.

STEP 2

Sign the document

You can do this in three ways:

  1. with a qualified electronic signature,
  2. with an advanced electronic signature verified with a customs certificate.,
  3. with a trusted signature (Trusted Profile).

Select and send the document.

and check whether, in the “Document status” column, the submitted document has received the status “Completed”.

check whether you have received message RPS001, which confirms that the document has been sent.

STEP 4

Receive message RPS010 or RPS013

Check whether you have received:

  • message RPS010, or
  • message RPS013.

Message RPS010 confirms that the office of declaration has recognised the completion of temporary storage as correct.

Message RPS013 means that temporary storage has not been properly completed and requires the initiation of customs proceedings.

If you hold a TST authorisation and the goods were placed under temporary storage using a DSK document submitted to the AIS/IMPORT PLUS system, you are responsible for ensuring the proper course of temporary storage and its completion.

In accordance with Article 149 of the UCC, the temporary storage of non‑Union goods must be ended within 90 days.

Forms and messages used in the DSK balancing process:

  1. Messages from the office of declaration to the holder of the TST authorisation:
  • message RPS010 informing about the completion of temporary storage,
  • message RPS011 informing about the approaching deadline for ending temporary storage,
  • message RPS012 requesting additional information on the discharge of temporary storage of goods,
  • message RPS013 informing about imbalance and the initiation of proceedings.
  1. The RPS200 form enables the creation of a message from the client to the office of declaration and is used to provide information concerning temporarily stored goods.

The RPS200 form can be used to:

  1. Prepare a response to message RPS012 (a request for information regarding the completion of temporary storage of goods).
    In such a case, the RPS200 form will be pre-filled with data retrieved from the RPS system.
    To do this, complete the form fields “MRN number of the DSK document” and “Authorisation number”, and click the “Download DSK data” button. Then, in the form section “LIST OF DOCUMENTS ENDING TEMPORARY STORAGE”, enter the data of the documents confirming the completion of temporary storage. Do this for each item of the DSK document for which you want to indicate the method of completing temporary storage.
  • If the document ending temporary storage is a customs declaration or a DSK declaration from the AIS IMPORT PLUS system, then in the field “Type of balancing data” select “Document (ZCP/DSK/Transit)”, and then enter the details of that document.

In the field “Type of document”, you can select:

  • Import Declaration,
  • Temporary Storage Declaration,
  • Transit Declaration.
  • If the document ending temporary storage is another type of document, then in the field “Type of balancing data” select “Other document”. Then enter the details of that document.

In the field “Type of other document”, you can select:

  • FORM-302 – FORM-302/C302,
  • PWD-S – Presentation of goods entered in the register,
  • WDS – Exit Summary Declaration,
  • Administrative decision,
  • Entry in the register,
  • ATA/CPD carnet
  • e-Commerce declaration,
  • Other.
  1. data downloads from the RPS system regarding the status of DSK document items and the documents balancing the DSK document
    If you have received message RPS011, informing you that the deadline for ending temporary storage is approaching, you can use the RPS200 form to download data on the status of DSK items and information on the documents balancing a given DSK document item available in the RPS system. To do this, complete the fields “MRN number of the DSK document” and “authorisation number”, and click the “Download DSK data” button.
    Note! If you submit the RPS200 form, your case will be assigned to manual handling and will not be automatically balanced.
  2. provide additional information regarding the DSK document, e.g. if you have identified irregularities after the goods were placed under temporary storage.
    To do this, complete the fields “MRN number of the DSK document”, “Authorisation number”, and “Explanation content”.

Select the form:

A form that enables the submission of information on how the items of the temporary storage declaration have been balanced.

  1. You can send the RPS200 form by email as an XML file compliant with the schema.
    Sign the XML file with a valid electronic signature or a customs certificate, and then send it by email to: puesc@mf.gov.pl.
  2. You can send messages using the functionalities of external systems integrated with PUESC (webservice channel – network service). Detailed information on the possibilities and conditions for using this form of service delivery can be found in the Web Services > RPS System tab.

The service is free of charge.

Extraordinary situations refer to service unavailability, in particular due to system failures or scheduled maintenance works.

The service is available only on the PUESC portal. Please try to use the service again once information about the resolution of the failure or the completion of maintenance works is provided.
