Before filling in the form, prepare the necessary data:
- for persons with Polish citizenship:
- PESEL number,
- e-mail address,
- in case of persons without Polish citizenship:
- identification number (given in the country of witch you are a citizen),
- e-mail address,
- PESEL, if you have it.
If you have a trusted signature or a qualified certificate, be prepared to use it. For extended rights, if you do not have a qualified signature or a trusted signature, you will need to confirm the data you have entered in the application at the nearest customs and tax office.
Read in STEP 6 how to check your data after logging in.
STEP 1
Go to create an account
- Create an account on PUESC.
- Select the scope of authority relevant to your case:
- select basic scope of authority, or
- select extended scope of rights.
Select the Next button.
- Enter the following details:
- First name,
- Last name,
- Country (nationality is set by default to: Poland, with the possibility to change it),
- e-mail address (to which you will receive a link with which you confirm the creation of your account),
- password.
In the case of persons providing citizenship other than Polish, it is obligatory to provide:
- identification number (given in the country of witch you are a citizen),
- date of birth,
- type of identity document and its number and series.
You may also provide your PESEL number, if you have it.
Select Next to move to the next tab.
- On the third tab, enter your mailing address and mobile phone number.
If you enter an address located in Poland, you must fill in the fields in the order Voivodship, County, Municipality, City, Postcode, Post Office (optional field), Post Office box (optional field), Street (if present in the locality), House number, Premises number (if present).
The telephone number should be given in international format, e.g.: +48 12 123 456 789. The +48 prefix is added by default, you can replace it with any area code.
You can also provide an ePUAP address - providing it will enable correspondence to be sent to the given ePUAP box. The data format is: /login/boxname. Once you have provided this data, you will need to accept the relevant consent.
Select Next to move to the next tab.
- If you have selected an extended scope of rights, indicate the exact scope of registration.
You can choose between three options (you can select one, clicks, all or none):
- I want to associate with a company to ship - this option is for:
- customs agents - here you need to indicate the number of your entry in the list of customs agents,
- persons who wish to send customs declarations for import and export procedures - a statement to this effect must be ticked,
- persons wishing to provide a dedicated contact for one of the services:
- I want to obtain or give, as an indyvidual, EORI number to:
- submit applications in cases of filing an intellectual property rights infringement claim,
- act as a representative in customs declarations,
- I want to specify the place of consumption of products exempt from excise duty:
- if you are an individual and consume excise-exempt gas (LPG), you can register in the Central Register of Excise Entities (CRPA);
- if you are a flat-rate farmer and do not have a tax identification number (NIP) - tick the appropriate declaration and register the excise-exempt goods you consume in the Central Register of Excise Entities (CRPA).
By selecting one of these options, you will be given the opportunity to enter data on new cards. You can proceed to them using the Next button.
- In the next step, read the clause concerning the processing of personal data on PUESC.
Accept the GDPR clause.
Select Next to move to the next tab.
- Accept the required declarations that are necessary to set up your account correctly.
Select Next to proceed to the screen summarising the data provided.
- Once the details you have provided are displayed, you have two options:
- Sign - as per STEP 2.
- Send without signature - in case you have selected basic eligibility, you do not need to sign the application.
Attention! If you have selected the extended scope of rights and you send the application without a signature, you will need to confirm your identity as described in Ways of confirming a person's identity.
STEP 2
Sign the application
You can sign the application in 2 ways, using:
- a qualified electronic signature,
- a trusted signature using a trusted profile.
Confirm your identity - required for extended rights
Confirm your identity in a simple and convenient way - sign the application with a qualified signature or a trusted signature using a trusted profile. If you sign the application for registration, this will result in the creation of an account on PUESC with an extended scope of rights.

If you do not have the possibility to sign an application electronically, and during registration on PUESC:
- you have submitted an unsigned application for the establishment of an account with extended rights,
- you have submitted an unsigned application for the establishment of an account with extended rights,
- become a company representative,
- obtain as an indyvidual, EORI number to:
- submit applications in cases of filing an intellectual property rights infringement claim,
- act as a representative in customs declarations,
- use excise-exempt gas or heating oil,
to confirm the data entered in the registration form:
- go to the office of the nearest customs and tax office, customs delegation or customs branch,
- find the desk marked (usually) "E-KLIENT",
- show your ID card or other document proving your identity.

Confirmation of identity by citizens from EU countries
If you are a citizen from an EU country, you can confirm the authenticity of your registration data with the customs and tax authorities in your country of residence.
Send a scan of the confirmation to:

Confirmation of identity by third-country nationals
If you are a third-country (non-EU) national, you can confirm the authenticity of your registration data:
- at a consulate,
- at an embassy,
- at a notary public in your country of residence.
Send a scan of the confirmation together with its translation to:
centralna.rejestracja@mf.gov.pl
Send the original confirmation to the following address:

STEP 3
Confirm account creation
- During account creation, a verification code will be sent to your e-mail address.
- In order to complete creation of your account, log in to PUESC, and then enter the verification code received.
STEP 4
Check that you have received an UPO
- Go to tab
My Desktop | My cases and documents | Documents
and check whether you have received a UPO (Official Certificate of Receipt). The UPO confirms that you have submitted your application electronically.
- As long as we have not processed your application, the case under
My Desktop | My cases and documents | Cases
will have the status "pending".
NOTE! The request you send will be verified in the system. This may take a few days.
STEP 5
Check that you have received your SISC ID
Log in to your account, go to
My Desktop | My cases and documents | Documents
and locate the document named: "SISC Registration Confirmation".
To otherwise check that your SISC ID number has been issued, log in and go to the tab
My Desktop | My Data
- after confirming your registration, the assigned number will appear next to your SISC ID.
If the ID SISC number has not been assigned (you have not received a registration confirmation), check that you have received a document informing you that you need to correct the deficiency.
NOTE! If the application cannot be handled by the case handler, a document entitled "Request document for verification of identity of an individual" will appear under My Desktop | My cases and documents| Documents. Read it - highlight it and select "Preview Document" and then the "Preview Attachments" tab. Provide the missing documents as stated in the letter.
STEP 6
Check your data
To check your details:
- log in,
- go to My Desktop | My Data.
