Send a notification of the carriage - international road transport and cabotage operations - submitting and updating the notification

The service is addressed to you if you are a foreign entity performing road transport referred to in Art. 28b section 1 and 2 of the Act of September 6, 2001 on road transport.

On November 1, 2024, there is an obligation to report transport by foreign entities that do not have their registered office in a Member State of the European Union, the Swiss Confederation or a Member State of the European Free Trade Association (EFTA) and perform transport within the territory of Poland, for which the following is required:

  • permission to perform international road transport of goods within the territory of the Republic of Poland,
  • ECMT permit,
  • exemption from the obligation to have these permits,
  • permission for cabotage transport.

On January 1, 2025, there is an obligation to report transport by foreign entities that have their registered office in a Member State of the European Union, the Swiss Confederation or a Member State of the European Free Trade Association (EFTA) and carry out transport within the territory of Poland, to or from a non-EU country on the basis of permit required by the provisions of an international agreement binding Poland and this country.

Thanks to the service, you will register a SENT notification and obtain a reference number for this report.

The service also allows you to update or cancel your application.

You can use the service using dedicated forms or methods indicated in the "Other ways of using the service" section.

Before filling out the form, you must prepare the appropriate data:

  • a foreign entity performing road transport, including the address and tax identification number,
  • sender and recipient, including their address,
  • place and date of starting and ending the transport of goods within the territory of the country,
  • loading and unloading countries,
  • transport document number,
  • the permit referred to in Art. 28 section 1 or in Art. 29 section 1 of the Road Transport Act or an exemption from this permit,
  • means of transport and number of the geolocation device (business number of the locator configured/registered in the service for SENT purposes).

PRELIMINARY STEP

Create an account on PUESC - if you have not already done so.

Select "BASIC SCOPE OF AUTHORIZATION".

Log in to PUESC.

STEP 1

Fill in the appropriate SENT form

  1. Select the appropriate SENT form on PUESC - see RMPD forms.
  2. Fill out the form.

NOTE! Enter your e-mail and you will receive a confirmation of your application with the reference number of your application to the address provided.

Submit Form

Select the "Confirm" button.

STEP 3

Receive the application reference number

Confirmation of the application with the reference number:

  • will be displayed on the monitor screen,
  • you will find in the tab
    My desktop | My cases and documents | Documents,
  • you will receive by e-mail - if you provided your e-mail address in the form.
  1. If you are planning road transport referred to in Art. 28b section 1 and 2 of the Road Transport Act, before the commencement of this transport through the territory of the country: 
    • submit a notification to the SENT register,
    • obtain the reference number for this notification.
  1. If the data you provided in the application (other than regarding the goods) has changed, you must update them. (Article 8 of the SENT Act)

The declaration, supplementing or updating the declaration may be sent using an electronic document saved in XML format.

You can upload the created file:

  1. as an attachment to the message sent by e-mail to the address puesc@mf.gov.pl
  2. by uploading the file to the PUESC account,
  3. through direct message exchange between your system and PUESC (network service).

The service is free of charge.

Emergency situations include the unavailability of the service, in particular due to failures or announced service works. In such situations, in the case of transport referred to in Art. 28b section 1 and 2 of the Act of September 6, 2001 on road transport, the emergency procedure presented in the regulation issued on the basis of the above-mentioned Act should be applied.
