AIS - Automated Import System is an information system dedicated to handling customs declarations, statistical declarations and other documents related to importation of goods. It has been developed as one of the projects of the e-Cło (e-Customs) Programme within the 7th Priority Axis of the Innovative Economy Operational Programme.
AIS involves the development of a paperless environment for handling operations related to goods brought in to the customs territory of the Union and their incorporation into the e-Customs architecture. AIS also involves the development both of new functional and non-functional requirements. These result from the requirements of the Directorate General for Taxation and Customs Union (DG TAXUD) developed at the stage of project work.
AIS operation will be based on a single point of access to e-services of the National Revenue Administration. The system will streamline existing business processes regarding imports into the European Union (EU) and statistics of trade in goods between the EU Member States.
AIS consists of the following subsystems:
AIS/IMPORT (together with the subsystem TQS providing support for quotas) that covers import operations and handles the following import documents:
- Standard Customs Declaration,
- Simplified Customs Declaration,
- Supplementary Customs Declaration,
- Notification of presentation lodged within the entry in the declarant's records,
- Goods presentation covered by the Entry Summary Declarations with their Temporary Storage,
- Goods presentation covered by the Entry Summary Declarations and Customs Declarations submitted before the goods presentation,
- Temporary Storage Declaration.
The system has interfaces with the transit system NCTS2, the excise system EMCSPL 2 and the Agricultural Market Agency (in the scope of handling the AGRIM document).
AIS/ICS (Import Control System) has been developed based on EU assumptions enabling the economic operators to fulfill the obligation to submit the pre-arrival Entry Summary Declarations (ENS) electronically.
ENSs are lodged for goods which are to be brought into the customs territory of the Union from third countries. This is in order to enable customs authorities to carry out risk analysis for security and safety purposes. The risk analysis is carried out based on the criteria and standards common for all the EU Member States.
Apart from handling the ENSs, the AIS/ICS ensures handling messages informing customs authorities about the arrival of a mean of transport to the customs office of first entry to the EU customs territory. The AIS/ICS handles also messages informing customs authorities about the presentation of goods at the customs office of first entry to the EU customs territory as well as ensures the verification of the EORI and AEO numbers, declared in the Entry Summary Declaration.
AIS/INTRASTAT is intended to registering, collecting, controlling and processing the INTRASTAT declarations that are submitted by the economic operators involved in intra-Union trade. This regards the goods which value exceeds a certain value threshold determined by law. The system is used also to conduct the comparative analysis of the INTRASTAT data with the tax data. This is in order to control the data quality, to verify the reporting obligation and to support the business processes related to the implementation of the written procedure.
The basic business goal of the system is preparation of data, on the basis of which, files of the foreign trade statistics in the scope of intra-Union trade are created.
